Windows Game Library for Engine

I made the engine a Windows Game Library, this makes it easier to wrap and use the game project to call the classes from the library, this also adds re-usability to the engine, and allows it to be used in a Level Editor and any other Tools that are developed by using a Windows Form project to wrap the engine, this is better for online development as each class is not as crucial to a successful build.
